Housing Destruction?

I have read a few articles about the cities of Flint and Detroit planning on destroying certain neighborhoods and moving the people living in them to a different neighborhood.

Did this actually happen or is it still a plan or was it all a lie?

I was wondering what impact on the city anybody has noticed because of this.
